The Inter-County Community Council is a community action agency that
serves Red Lake, Pennington, East Polk and Clearwater Counties.
Through varied and multiple programs, the Inter-County Community Council
helps people to build a better Minnesota. For more
information on the housing programs listed on this page as well as other
programs relating to conservation improvement, energy assistance, family
services, self sufficiency, employment & training and ICCC Head Start, please contact the

The Deferred Loan Program assists low income homeowners to finance home
improvements that relate to safety, habitability, energy efficiency and
home accessibility. Loans granted under this program are deferred
for thirty years.
Minnesota Urban & Rural Homestead Program (MURL)
The MURL program is designed to purchase houses that are in very poor
condition, rehabilitate them and sell them on Contract for Deed to very
low income households. Monthly payments are twenty-five percent of
the adjusted gross monthly income.
